Closed runtime observation access

The Melega AI runtime is currently operating in a closed observation phase. Participation is invitation-only and limited to a small set of observers permitted to experience the substrate in its present operational state.

Access is not granted on request. Continuity observers are selected quietly, on the basis of prior context, and notified out of band. No queue, no announcement, no schedule.
